Chris Cook
President & Director of Development

Chris Cook serves as the President and Director of Development for HSCR, leading project execution and infrastructure planning across the organization's portfolio — translating community vision into the physical development that residents can see, use and build their lives around.

A University of Michigan graduate with more than 35 years of experience in civil engineering, Chris previously served as President and CEO of Abonmarche, where he now holds the title of President-Emeritus. His expertise spans Environment, Great Lakes, and Energy - State Revolving Fund (EGLE SRF) processes, municipal financing, water and sewer infrastructure, and context-sensitive transportation solutions — the foundational work that makes responsible, long-term development possible.

Chris's commitment to Southwest Michigan runs deep. He has served on the St. Joseph Public Schools Board as Treasurer, the Cornerstone Alliance Board Finance Committee, the Benton Harbor Planning Commission as Chairman, and in multiple ACEC leadership roles. He received the University of Michigan College of Engineering Michigander Award in 2024, the American Council of Engineering Companies (ACEC) National Community Service Award in 2011, and a local Exemplary Business Leader Award in 2010. Outside of work, he plays pickleball and travels overseas annually for biking trips with his wife, Katie.
